It is with deep sadness that we announce the passing of Glenn Johnston
6/20/42 - 5/24/26



Glenn served in leadership with the Pennsylvania Utility Contractors Association, including as PUCA President from 1995 to 1996 and as Past President from 1997 to 1998. Through his decades of Board leadership, experience, and steady commitment to contractor advocacy, Glenn helped support PUCA members and promote a stronger, safer, and more respected underground utility construction industry.

Glenn’s dedication extended well beyond the association. He served on the Pennsylvania One Call Board from 1996 to 2006, where he helped advance damage prevention, safe excavation practices, and improved communication among contractors, facility owners, and other industry stakeholders. He also represented the industry nationally through NUCA, including several years of service connected with the development and ground rules during the establishment of the Common Ground Alliance in 2000. Glenn was also an AAA arbitrator and was active in drafting and advancing various legislative reforms in the industry. His work benefited not only PUCA members, but the underground utility industry across Pennsylvania and beyond.

Upon his retirement from his company, Glenn received PUCA’s Lifetime Achievement Award in recognition of his decades of dedication, leadership, and service to the underground utility construction industry. His dedication benefited not only PUCA members, but the entire underground utility construction industry. Glenn’s legacy will live on through the safer practices, stronger industry relationships, and contractor-focused advocacy he helped build throughout his career.

Glenn’s legacy will continue through the people he loved, the friendships he built, and the industry he helped strengthen through decades of service.


On May 24, 2026 Glenn Johnston passed away in his Clearfield home. Glenn was a successful businessman having founded a construction company in 1979. Glenn was an active proponent for the betterment of the sewer and water industry, and served over 10 years in the industry's trade association including 2 years as President of the state organization and 4 years as a Vice President in the national organization. He was an AAA arbitrator and was active in drafting and advancing various legislative reforms in the industry.

Glenn was married to his husband John Fagan with whom he shared a 48 year love. They enjoyed travel, hosting family and friends, building and improving their home and caring for their beloved pets. Together they gardened, hosted an Air BNB and maintained and grew amazing friendships.

Glenn also participated in Local politics as a Lawrence Township Supervisor and ran for State Representative. Glenn was a Shriner and a past member of the "Flying Fezzes" a Shriner group that flew the families of children being treated for burn injuries to the various burn centers. Even later in life Glenn was always eager to offer aid, help or advice to anyone he thought he could assist.

Glenn is survived by his husband John, children Gregg and Cara, grandsons Tyler and Gavin, brother Cliff and his beloved dog Rosie.

There will be no service and instead the family will be hosting a remembrance at a later time. In lieu of flowers the family recommends donation in Glenn’s memory to Shriner’s at donate.shrinerschildrens.org
